Mr. William A. Hicks III is a Senior Counsel with Ballard Spahr, LLC in Phoenix, Arizona where he focuses on tax-exempt finance and nonprofit corporations. His practice areas are public finance, municipal recovery, higher education, P3/infrastructure, housing, and sports. His law career spans more than 50 years.

Bill has been named to the 2003-2018 editions of The Best Lawyers in America in the corporate law, mergers & acquisitions, municipal law, and public finance categories.

Bill joined the Foundation board in 2017, and chairs the Governance Committee. He also serves as Board Chairman of the Arizona Council on Economic Education, and past Chair of the Scottsdale Arts Center Advisory Board and the Scottsdale Cultural Council.

He earned a Bachelor of Arts degree in Politics from Princeton University and a Bachelor of Laws degree from Cornell Law School. He served as a Judge Advocate and military judge with the United States Air Force.

Bill and his wife Bethany live in Paradise Valley, Arizona.
